I don't use it but I'm trying it out of curiosity and it doesn't work at all, I don't even get the icon and the background does not math the current spotlight picture.

The Windows Spotlight lock screen pictures and the Background Spotlight collection pictures are kept in the same folder, but they don't use the same group of pictures for both features.
The Spotlight collection, when it works, is a set of 5 different pictures and you can switch to the next with the interactive menu on the icon.
The first picture with the ice that you show above was part of a collection several days ago.
Currently the collections disappeared on all my machines after the update to 22543 and I'm back to the default Whitehaven picture, the interactive menu on the icon is there only with the open option, without the possibility of switching through the collection. Before the update I had the collection working for 3 days and that was a record. ๐คฃ๐คฃ
Not a coincidence that every time they update the set of pictures for the lock screen, they screw up or delete the ones for the background collection.
I think that is the main bug, the two features are stepping on each other.
Plus, a couple more bugs like the one that you just noticed with the icon completely missing even if you select spotlight collection, or different interactive menus on the icon that don't make any sense.
Looks to me that from the beginning with 22518, nothing was ever fixed on this experimental feature and there is no explanation on how it is supposed to work correctly.
I've never seen it working for more that 2 or 3 days, usually screwed up when they update the Windows spotlight pictures.
If they insist using the same Assets folder for both features, they need to sync the updates for both, apparently not a MS priority right now. ๐ค๐ค๐ค๐ค
