2021-08-20T20:11:01+00:00 No, unfortunately, that's him. I turn on "Optional Diagnostic Data," close "Options," open it again, and the "Optional Diagnostic Data" switch is turned off again. I googled it and it says on the internet that you need to enable "Improving handwriting". Maybe that's not true, but then I have no idea why the switch is turned off.
No, you do not have to have the inking enabled. Check the following two registry locations:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\DataCollection, if there is an AllowTelemetry entry here, be sure it is set to 3 (I believe you indicated it is already)
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\DataCollection if there is an AllowTelemetry entry here, delete it.

2021-08-20T19:33:48+00:00 I can't run the insider program on 21H2 at all. The telemetry settings in the registry are set to the correct one (to "3"), but the slider is not available.
(It's 'Improve Handwriting Recognition', and something gone wrong)That's not the one you need to enable. It's the one above that is "Send optional diagnostic data" that needs to be enabled.
