Checked (my) Notepad and could not/cannot repro "this problem".

You can reproduce it if you change the accent colors, it affects differently the Dark mode and the Light mode.

Both are easy to reproduce just by changing the accent color selected.

I can not reproduce your foreground image.

Probably different settings for Accent Colors. Same problems with Light Theme depending on the accent colors selected.

Also, keep in mind that when you take a snip it is no longer in foreground unless you use the Win + Shift + S button combo.
