Have you tried stopping the Windows Update
service in Task Manager, Services?
What build are you updating from?

2022-12-12T18:23:10+00:00 That search button works fine, you don't have the SearchBoxOnTaskbar enabled, which also enables the Options in settings.
That explains why you don't have the bug. If I disable that feature it work fine also in Safe Mode, tried in different systems, same results.

I restored a backup with SearchBoxOnTaskbar enabled, this seems to confirm your findings.
Normal boot
Safe boot, taskbar missing, Win + R gives an error, can't open anything.
