I had a similar surprise with my PC which was new just in 2020. I did the following to sort out the problem:
- Went into the BIOS (hold down Del button immediately after turning on the PC) and enabled fTPM which for some unknown reason the person who built the PC had set to disabled.
- Also in the BIOS, in the Boot menu I changed the option from "Other OS" to "Windows UEFI": again, I'm mystified why it was set to something which was more for Windows 7 than Windows 10.
Everything booted up normally, and I've rebooted several times to check.
I then downloaded the PC Health Check app from Microsoft which has a button to check whether the PC meets minimum hardware requirements. I am pleased to say it now does!
