Considering you are at 88% It might be worth waiting a while longer since it is on the 'install' part of the process. If it were only on the download part It would be an easy choice to just reboot.

For users who are receiving the following message in your Windows Insider Settings:
Your PC does not meet the minimum hardware requirements for Windows 11. Your device may continue to receive Insider Preview builds until Windows 11 is generally available, at which time it is recommended to clean install to Windows 10.
We've made an update to Settings to resolve some issues. Please reboot your device to ensure you have the latest update.

2021-06-29T05:13:21+00:00 After installing Windows 11 co , when I navigate to Windows Update -> Windows Insider program. I get a message "We can't reach the Windows Insider Program right now. Please try again or check the forums for info.". I have a VPN connections, when I disable VPN then it works fine but when VPN is enabled I get the above message. Checked the forums but did not find anything on this.
