I have a 6700HQ, which easily meets the minimum requirements, but is not on the list of supported processors. Why is there an arbitrary list of supported processors? it doesnt make sense to exclude a processor that is certainty capable of running the new OS.
I was unable to find out why my PC was not being supported for windows 11, I have a TPM 2.0, DirectX 12, 16GB of Ram, 256GB NVMe drive, Secure Boot is enable , Bios is UEFI , 1080p display. The Processor is a 4 core 8 thread CPU at 2.6GHz, so why is it not on the list? please provide details

https://docs.microsoft.com/en-us/windows/compatibility/windows-11/ Head on to this if your PC meets all the requirement except the CPU ( 8 gen or above ) you will not have an issue when it officially launched as this article discuss
Check the supported CPUs. My Asus laptop has the same issue. I found the the 6700HQ is not supported even though it meets min spec
