KB5007186 is for Windows 10 and KB 5007215 for Windows 11, but only devices qualified for Windows 11.
My non-compatile Windows 11, build 22000.282 device didn't get this CU.
Getting kb5007215 on Public Win 11.
and KB5007186 on Win 10 R.P. and public build 21H1 now up to 19043.1348

You are correct, the Public Win 11 gets the 7215..
KB5007186 is for Windows 10. KB5007215 for Windows 11, released and beta. Also for non compatible Win 11 devices.
Beta gets KB5007215 and Public (Win10) gets KB5007186, so far.. ;)
Win 10 21H2 has not yet showed up. (19043.1348)
