Clean Install of Windows 11 Ni Preview Build works with Build 22557, but not with 22563, 22567, 22572, 22581, 22593, 25115

I created all 5 installation ISO files for all 5 Builds, but only 22557 contains all the system Apps required for a full clean install, the other 4 are missing all the basic Windows and System Apps needed for a functional system. Also, the App required for opening Windows Security (Microsoft.SecHeatlthUI) is missing, all this makes the resulting system unusable.

Last one on 22557.

I noticed another issue common to all the Ni builds, if they are used for an upgrade or in-place they may only work correctly if they are done online allowing the check for updates.

If I use the option "Change how Setup download updates" to "Not right now", the upgrade or update in place still completes, but it creates a problem on subsequent W.U.

In this case W.U. goes in a loop trying to Download and Install the same Build over and over. Error 0xc1900401 is logged in that case.

I could not find a way out of that loop.

If I do the same upgrade or update in place online letting the Setup check for updates, as recommended, the process may complete correctly without subsequent W.U. loop issues, but the behavior is inconsistent depending on how the previous update was done.

The official MS Insider ISO 22579 includes all the required Apps and the Microsoft.SecHealthUI which is needed for opening Security.

    Have you tried a clean install of 25115.1000?

    I'm still missing SecHealthUI on clean install of this build.

    All the needed apps appear to be added when it downloads and builds the ISO, but several are missing after a clean install, no way to get SecHealthUI. πŸ€·β€β™‚οΈ

    Yet the same ISO works fine if I use it for an upgrade.

    Just downloaded one again today and I see it did add all the apps including SecHealtUI, but the size of the file is even smaller than the one downloaded 2 days ago.

    Anyway, I'll try another clean install to see if I get any better outcome. 😑

    I lost the original ISO so I just downloaded a new one and will try again.

    Yes, I saw the same apps being added on the ISO, see list below for all the added apps, but the clean install was missing Snipping tool and other Apps that can be downloaded from the Store, but SecHealthUI was missing too on the clean install and no way to install it or reset it. The file built today is about the same size as yours

    Yeah, same here, SecHealthUI was included in the ISO but fails to open.

    I failed to noticed on my previous clean install because I didn't even click on it, then I restored my backup of 22616 to check for in-place update/repair and never came back to 25115, didn't make a backup either.

    So looks like we're back to square one this one. πŸ˜’

    Thanks for confirming, I wonder what else they have changed in the process.

    Fails to open because it is not installed properly.

    But this ISO is pretty useless for a clean install. Had the same results with the one downloaded 2 days ago.

    Time to ask abbodi1406 again. 😎

    The P.S. commands below after a clean install, show that SecHealthUI is missing.

    Get-AppxPackage -allusers | Select Name, PackageFullName

    Get-AppxPackage Microsoft.SecHealthUI -allusers | Select Name, PackageFullName

    This could be just a new bug of the clean install setup.exe for this build.
