Clean Install of Windows 11 Ni Preview Build works with Build 22557, but not with 22563, 22567, 22572, 22581, 22593, 25115

I created all 5 installation ISO files for all 5 Builds, but only 22557 contains all the system Apps required for a full clean install, the other 4 are missing all the basic Windows and System Apps needed for a functional system. Also, the App required for opening Windows Security (Microsoft.SecHeatlthUI) is missing, all this makes the resulting system unusable.

Last one on 22557.

I noticed another issue common to all the Ni builds, if they are used for an upgrade or in-place they may only work correctly if they are done online allowing the check for updates.

If I use the option "Change how Setup download updates" to "Not right now", the upgrade or update in place still completes, but it creates a problem on subsequent W.U.

In this case W.U. goes in a loop trying to Download and Install the same Build over and over. Error 0xc1900401 is logged in that case.

I could not find a way out of that loop.

If I do the same upgrade or update in place online letting the Setup check for updates, as recommended, the process may complete correctly without subsequent W.U. loop issues, but the behavior is inconsistent depending on how the previous update was done.

The official MS Insider ISO 22579 includes all the required Apps and the Microsoft.SecHealthUI which is needed for opening Security.

    Used the same ISO to do upgrade from 22581 -> 22593 on 3 machines and got the W.U. loop after that.

    They definitely have a bug with the way they check for updates.

    I also used the same ISO to upgrade from 22000.593 -> 22593 on a VM and didn't get the loop.

    IDK what's going on but definitively a bug.

    Same as you on this upgrade, no W.U. loop after upgrading 22000.593 to 22593.1 with ISO.

    The only W.U. update that came down after the upgrade was this one below:

    MS Store pulled down 17 Apps updates.

    I got that kb4023057 with W.U. on all the public builds a few days ago. Windows 10 and Windows 11 got the same kb#.

    I'm not getting it on 22000.593 hence my original question but thanks for the explanation anyway. 👍

    Maybe you'll get it today with the other updates. 🤷‍♂️

    I'll never know.

    I had to clean installed due to an unrelated issue and that installation failed, the PSU isn't delivering enough juice and I keep getting BSODs. 😢

    Looks like there is no way to create a valid ISO just from Software Distribution Download anymore, it is missing all the needed apps.

    Have to download from UUP-dump also with last build 22610.

    Also, the loop of W.U. and Error 0xc1900401 after an upgrade done with ISO is not going away. It almost looks like created on purpose by MS to force using W.U. instead of the ISO file.

    The same issue occurs also with official MS ISO 22579 and 22598 when upgrading from previous 22H2 builds, the problem does not happen when upgrading from Windows 10 19044.xxxx or Windows 11 22000.xxx, also it does not happen when doing an update/repair in place to the same build that was previously successfully updated with W.U.

    This is really annoying and forcing me to download over and over the same update for multiple PCs.

    Hi fg,

    Can't confirm about homemade ISO, I always use 3rd parties.

    I'm not seeing the loop in any situation.
