Clean Install of Windows 11 Ni Preview Build works with Build 22557, but not with 22563, 22567, 22572, 22581, 22593, 25115

I created all 5 installation ISO files for all 5 Builds, but only 22557 contains all the system Apps required for a full clean install, the other 4 are missing all the basic Windows and System Apps needed for a functional system. Also, the App required for opening Windows Security (Microsoft.SecHeatlthUI) is missing, all this makes the resulting system unusable.

Last one on 22557.

I noticed another issue common to all the Ni builds, if they are used for an upgrade or in-place they may only work correctly if they are done online allowing the check for updates.

If I use the option "Change how Setup download updates" to "Not right now", the upgrade or update in place still completes, but it creates a problem on subsequent W.U.

In this case W.U. goes in a loop trying to Download and Install the same Build over and over. Error 0xc1900401 is logged in that case.

I could not find a way out of that loop.

If I do the same upgrade or update in place online letting the Setup check for updates, as recommended, the process may complete correctly without subsequent W.U. loop issues, but the behavior is inconsistent depending on how the previous update was done.

The official MS Insider ISO 22579 includes all the required Apps and the Microsoft.SecHealthUI which is needed for opening Security.

    Hi Sibro,

    Here is another experiment.

    Downloaded and Built 22579.1 ISO from uupdump and then repeated the upgrade from 19044.1620 to 22579.1.

    This one is also missing Widgets like it did with the 22581 ISO.

    Something is missing comparing to the MS official ISO 22579.1 which got the Widgets on the same upgrade with no problem:

    Upgrade from 19044.1620 with uupdump ISO 22579, no Widgets:

    Edition Windows 11 Pro

    Version 22H2

    Installed on ‎4/‎3/‎2022

    OS build 22579.1

    Experience Windows Feature Experience Pack 1000.22579.1.0

    Same upgrade on same machine with MS official ISO 22579, no issues with Widgets:

    Looks like the level of Widows Web Experience Pack in the ISO is a low version .

    Should be 521.20060.315.0, but what they add in the ISO is 421.20050.505.0

    I'll have to try to see if it can be updated or reinstalled to the latest version.

    This seems to confirm that for every build we will need to download an updated set of Apps.

    Or at least the ones that are changed or added with each new Build.

    These below are in the Apps folder created with the scripts for 22579 and 22581.

    It still going to be extra pain with each build to create a valid ISO.

    Typical MS = "Office for complication of simple affairs" 🤣

    No thanks, I know I can bypass the check but I don't want to.

    I have no problems clean installing/updating W11 on a VM or this laptop, this issue is exclusive to 19044.1620

    Fair enough, looks like they added an extra check when going from Windows 10 to Windows 11.

    If you are already on 11 they still don't care about the processor. 🤣

    Hi fg,

    I kept trying to confirm Widgets but I cannot upgrade in-place from 19044.1620 to 22581.200, the result is always the same, either on VM or laptop. No problem clean installing or updating in-place 22581.200 using the ISO so IDK what's going on.

    btw, the first two times I run setup.exe I got the alternate menu as if I was trying to update from USB, on the third time the correct menu showed up.

    You may be able to bypass the check for the processor if you really want to. Let me know if you want to try. 😉

    I can do the upgrade from 19044.1620 to 22581.200 also on a red zone box, but have to use some old tricks and starting from R.P. then change to Dev after it is done.

    As for your second issue, I have never seen it happening here.

    Trying now with ISO built from SoftwareDistribution + Apps.

    Same issue, no Widgets.

    It is fine when using MS ISO 22579. and then W.U. to 22581.200
