Because 21359 had this error I fell back to 21354. This had no problems with updating Photos.
Allowed 21354 to update via WU to 21364. Updating Store again and Photos fails at the end of the installation phase.
Edit.
Although today even though the update continually fails the Photo app v.202020110.5002.0 will now open..?

When I tried with a 32 bit build 21359 these were the two version in play. I did that just to reproduce your problem, now I'm back with my regular 64 bit, so I cannot check if they changed anything.😒
The version you are showing is even older from 2020.

I am out of home next few weeks. I take my preview laptop (dual boot Beta / Dev) and this build 21364 installed fine, then I change Beta as default and today Dev won't boot (corrupted winload.efi) and I didn't take my backup image disk with me. :-(
EDIT: Dev build 21364 start working when I disable secure boot from BIOS. If I turn secure boot back on I get same error (Corrupted C:\Windows\Sytem32\winload.efi). I can reproduce this error by turning Secure boot on/off. Beta build 19043.962 is working OK, no matter if secure boot is on or off?
