I just tried here on my Dell XPS 8700 and it does the same as your ASUS Z490 with a GPT NTFS partition. 

That is because they are machines that support both Legacy BIOS and UEFI.

The MBR FAT32 USB media with the partition set active will work on everything.

I agree with everything you say, it has been like that for the entire history of UEFI systems.  I am still having a problem understanding what is happening but perhaps something is getting stuck in the system or drive.  It appears converting a USB drive to MBR, after cleaning, makes the process go normally.

Rufus does create two partition install drives, but it puts something in the Fat32 partition to boot and start the install..  I may try that tomorrow also..

As I expected the GPT NTFS boots fine on the Dell XPS 8700 even when it is set for UEFI and secure Boot, it seems like the same result Saltgrass is getting with his ASUS Z490 which is also a machine with both modes supported,  Legacy BIOS or UEFI. 

It does not boot on a Legacy BIOS only machine because it requires the partition to be active and cannot set it active on GPT  partition.

Interesting. The concept just would not work in my situation with all the various devices I have, a mix of both modes supported, and legacy and uefi only devices. I require a flash that works with everything.

That is why I've been using a FAT32 USB Flash with the partition set active for the last 3 years. 

That is compatible with everything like the one made by MCT. 😉

Also it cannot boot on a UEFI only machine because it requires FAT32.

I went already through all these tests long time ago when I got the 1st UEFI only machine (Lenovo Yoga 920), now the same FAT32 requirement is on the Dell XPS 8930. 

As per UEFI specs they need FAT32 for booting.

As for DISM extracting the edition, usually I just need Win 10 Pro x64.

I do all the editions rarely just for some specific testing.
