Yes, there is no media creation tool but, you can download the iso of this build at this site:

As long as you are aware that this is a third party site and not supported by Microsoft. The official Microsoft ISO is still 22499. 😉

Yes. i7-10700, MSI Z490-A PRO motherboard, PTT enabled in BIOS, etc. I had the same issue with 22509.1011 and 22518.1000.
That's what made it so perplexing. All previous builds and updates installed without issue. In case you missed it, I mentioned elsewhere that I was finally able to get past the error using a script from GitHub that bypasses the TPM check on dynamic updates.
Updates since then have been working fine. As of this posting, I'm on build 22518.1012.
