Yes, it seems thar my file gets replaced and verified during update and during install. I got this error because my machine seems not to meet requirements for windows 11 installation... I think due to a bug on this file, because it complies with everything.

If you replace it with the one from 22504 after it gets the error then it does not replace it again and continues the download.
