Interesting observation: In Dev IB, the Edge Bar has an Auto Hide (collapse). In Win11, the Edge Bar does not have said feature. Big (1st) snip is Dev IB; small (2nd) one is Win11. Same versions of Edge, btw.

The other weird thing is the Side bar in the browser itself, the option button is present in one machine and not another.
Why the difference?

The problem is that Edge bar is simply missing in some machines.
I have it on one machine with Dev 25179 but it is missing on another PC with the same build. 😵💫😵💫😵💫

Search in sidebar for 'image' does not exist anymore. It has come & gone a few times going back over several months.
My ellipsis panel is slightly different than what you show, but aside from that...
There are other/easier ways to enable the Edge Bar:
Rt clk Edge taskbar icon & or from Sys tray. Also, Win+Shift+F
