Are you sure your Insider channel is RP? I checked for updates a few times but didn't get any Stack Package.
My Beta build received that update on Nov. 10th

Windows 11 22H2 22621.819 RELEASE PREVIEW CHANNEL
This morning my system downloaded and installed Update Stack Package 1022.1108.2012.0
As usual the "Learn more" link associated with that update took me to a "Page not found" page.
Doing a web search I see it came out a week ago on Nov 10 for folks in the BETA channel.
Has anyone else in the Release Preview Channel received this update?
