Same problem with 27723.1000. File explorer 3 dots menu opens upward regardless of the position of the window.
It truncates the menu when the window is close to the top of the screen.
Note that the View and the Filter menus open correctly downward, it is only the 3 dots menu that opens in the wrong direction. 😂😂😂
Looks like they are propagating bugs from one build to the other instead of propagating fixes. 😝🤬🤷♂️

Yes, certainly... often heaps of mysterious variations and various factors & combos in play. I realise this is affecting Users and means nothing that one User is unaffected. Merely weighing in on how I am seeing things act.

Different machines and different settings.
There are so many variables, and plenty of users reporting the same bug. 🤣🤣🤷♂️
This is the failing combination on my machines, 3 different machines with the same problem.
All using NVIDIA RTX Display adapters and latest drivers. 🤷♂️
