It took me forever to figure out how to turn it off. After looking on my pc and on Google for several hours. I gave up and removing the latest update. After a few days I hoped the issue had been fixed so I installed the latest update but no it was still there.
I finally found it at:
System\Accessibility\Mouse Pointer and Touch\
in Pointer indicator.
