We hope you are enjoying the current build of Windows Technical Preview. We promised you’ll get the latest build as soon as it’s available. Today we’re rolling out the first update: Windows Technical Preview build 9860.
If you’re using the computer when the update downloads, you will be prompted to reboot after which you’ll see the “Installing your apps” screen, and then the new build will be ready to use. If you leave your computer plugged in and on overnight, the update will be installed automatically. Once installed, the build number displayed on the desktop will be 9860.

I did updated my PC with the new build without any problem, I can see the significant of this new build, it's alot more responsive, and faster on the video. also it is stable. no crushing or freezing,

From what I read in the comments, it looks like the professionals have gone home and the high school dropouts put together this so called "update" as a Halloween joke. I do understand that a preview is not supposed to be feature complete but an update should not break what was already working.
I am not even going to bother downloading and installing this update. If the next update gets the same "rave" notice, I will drop out of the insider program and wait until Microsoft gets its act together. I have real work to get done which doesn't include working with amateur hour productions.
Microsoft, you really need to try harder the next time.

Maybe you should install it clean, Meaning Un-install all your apps or program, then format your HD with Windows 10, last thing is check your video card.
9860 seemed to install ok, but would have been helpful to know size of the download in advance to estimate amount of time required...
When I checked for updates after the final restart, it listed 2. I allowed them to be installed and it instantaneously said "updates installed". But when I checked Update History, it said "no updates". A while later, it suddenly said updates downloading, then proceeded to download and install the 2 updates.
Odd behavior.
