Set up Windows 11 without internet - oobe\bypassnro

Ok, now on Insider builds you can't get it past anymore by killing OOBE Connection Flow. This is just nonsense.

How are we supposed to set up PCs that don't have any Wi-Fi/Ethernet drivers in the first place?

When killing Connection Flow you just get this message:

Here is the solution:

Open cmd with Shift + F10 and type OOBE\BYPASSNRO.

Your computer will restart and now you will have the "I don't have Internet" option.

No need to thank me.

    Good scope... I recently have had to change directories in order to complete the task.

    Never had any troubles until this last build...

    At any rate, I saw all over the net that people were like totally lost with it so I pitched my 2 cents. lol

    I just tried on June 4, 2023, with latest Dev Build 23471 and also with Canary 25381, both worked fine using oobe\bypassnro from Windows\System32

    as advertised.

    I had no need to change directory. 😉🤷‍♂️

    Thank you! This was the only trick which worked for me to get around the forced work/school login on a fresh windows install by July 2023! Tried all the other stuff no success.

    Once you are logged into windows with the local user I could easily connect with my private Microsoft account.

    I setup new Windows 11 computers with local accounts every week. With exception of the first few I setup back in 2021, I have used oobe\bypassnro from the command prompt without any issues (on Pro and Home editions) - this method https://shieldground.com/how-to-setup-windows-without-an-internet-connection

    Disconnecting the wireless connection mid-setup works too!
