Set up Windows 11 without internet - oobe\bypassnro

Ok, now on Insider builds you can't get it past anymore by killing OOBE Connection Flow. This is just nonsense.

How are we supposed to set up PCs that don't have any Wi-Fi/Ethernet drivers in the first place?

When killing Connection Flow you just get this message:

Here is the solution:

Open cmd with Shift + F10 and type OOBE\BYPASSNRO.

Your computer will restart and now you will have the "I don't have Internet" option.

No need to thank me.

    It also appears you may be entering the oobe\bypassnro command too soon. You need to wait till you get to one of the graphic setup screens, then type shift F10 to bring up command prompt. Just a wild guess as I have not touched RAID.

    I have RAID0 on my laptop, and no problem using oobe\bypassnro with windows 11 MCT media. 🤷‍♂️

    If we can know which Build number and edition, he is trying to install from his installation media, we can just try that out. 😉🤐

    It appears he is putting that command in while creating disk partitions so I am not sure if the OOBE folder would be copied over yet. You have to wait till (I think) the country screen that comes up first, then apply shift-F10 and then enter the command. Just a thought that crossed my mind.

    If he just formatted the disk with diskpart, clearly there is no system loaded yet, so he is not going to find anything.

    The folder oobe with the BypassNRO.cmd is created in C:\Windows\System32 when the system is loaded. 🤷‍♂️

    Same procedure still works fine with Canary Build 25314.1000 and Dev Build 23403.1001. No changes. 😉👍

    This is to bypass Microsoft ID Requirement not actually the issue for people who don't have internet connection.

    The Open cmd with Shift + F10 and type OOBE\BYPASSNRO. was mandatory for me when Windows didn't recognize my WiFi card. You'd think they'd make it easier for those people who just don't want to install Dell version of Windows 11. I truely hate McAfee!

    No, you can bypass both.

    I can install without internet connection using the oobe\bypassnro with any windows 11 build, public or insider.

    I just did it a few days ago without any problem.

    New PC setup did not have OOBE in the root of system32 - if it's not there try:

    windows\system32\oobe\msoobe.exe /bypassnro

    that did the trick for me. hope this helps someone else :)
