Set up Windows 11 without internet - oobe\bypassnro

Ok, now on Insider builds you can't get it past anymore by killing OOBE Connection Flow. This is just nonsense.

How are we supposed to set up PCs that don't have any Wi-Fi/Ethernet drivers in the first place?

When killing Connection Flow you just get this message:

Here is the solution:

Open cmd with Shift + F10 and type OOBE\BYPASSNRO.

Your computer will restart and now you will have the "I don't have Internet" option.

No need to thank me.

    Opening a prompt (which I needed to create a RAID0 volume during setup with diskpart) was not able to locate OOBE in Windows/System32. This command is no longer available and it would help future users to take the answers here with a grain of salt. What might've worked for you is not garanteed to work with others.

    I wonder if this is somehow related to using a RAID setup. I didn't think anyone used that anymore with SSD and NVme drives. Is it possible that the OOBE folder is in another location. It's been decades since I looked at RAID. This could be a factor.

    It also appears you may be entering the oobe\bypassnro command too soon. You need to wait till you get to one of the graphic setup screens, then type shift F10 to bring up command prompt. Just a wild guess as I have not touched RAID.

    I have RAID0 on my laptop, and no problem using oobe\bypassnro with windows 11 MCT media. 🤷‍♂️

    If we can know which Build number and edition, he is trying to install from his installation media, we can just try that out. 😉🤐

    It appears he is putting that command in while creating disk partitions so I am not sure if the OOBE folder would be copied over yet. You have to wait till (I think) the country screen that comes up first, then apply shift-F10 and then enter the command. Just a thought that crossed my mind.

    Yeah, Shift + F10 to get to command prompt needs to be used at the right time.

    Anyway, the MCT media for windows 11 22H2 is still the same 22621.525, and following the procedure correctly as described in many web sites works fine with that Build. 🤷‍♂️

    If he goes to command prompt to prepare the disk, he should get out and let it load the system after that, then use Shift + F10 at the right point as described in the procedure. 😎😉.

    I know, I had already tried that, if you check back on the thread in page 6, back in January.

    No difference now, the install media is still the same. 😉😎🤷‍♂️
