Is this still working on Win 11 Beta Preview 22621?
Yes, this is working on 22621, 22631, 23516 and 25921. I usually do a clean install with most Insider builds.

Ok, now on Insider builds you can't get it past anymore by killing OOBE Connection Flow. This is just nonsense.
How are we supposed to set up PCs that don't have any Wi-Fi/Ethernet drivers in the first place?
When killing Connection Flow you just get this message:
Here is the solution:
Open cmd with Shift + F10 and type OOBE\BYPASSNRO.
Your computer will restart and now you will have the "I don't have Internet" option.

ok so after several attempts there is a slight change I discovered on Fusion 13.2
- <fn><shift><f10> at the user language page, then msoobe /bypassnrm - little change in the format.
I used the net.exe add user and that just got the base OS Running without finishing setup.
My issue is getting the network adapter to properly discovered and connected to the VM after setup
Where did you get that one? msoobe /bypassnrm ?
oobe\bypassnro is still working fine. 😎
Tried with both Dev Build 23511.1000 and Canary 25915.1000.
No problems with either one. 😉
