Ok, now on Insider builds you can't get it past anymore by killing OOBE Connection Flow. This is just nonsense.
How are we supposed to set up PCs that don't have any Wi-Fi/Ethernet drivers in the first place?
When killing Connection Flow you just get this message:
Here is the solution:
Open cmd with Shift + F10 and type OOBE\BYPASSNRO.
Your computer will restart and now you will have the "I don't have Internet" option.

In my case, my wifi drivers were missing. I installed them through Task Manager (CTRL + SHIFT + ESC) by downloading the drivers from Gigabyte for my motherboard and loading them from a USB drive. After installation, the connect to my internet updated and I was able to connect to the wifi and finish my setup.

Just tried this on multiple HP laptops for deployment and it still works. I might update the post on the version of W11 Home used.
Thanks to all who contributed, I definitely hope we keep having some way of setting up a windows 11 device without having to connect a microsoft account.
I had not thought of adding the user by cmd line in the event the oobe\bypassnro does not work anymore but it works as well!

Which Build are you trying with?
Shift + F10 gets to command prompt then type oobe\bypassnro and the system will reboot and let you install without network connection.

I just tried with Build 22623.891 and also with Dev Build 25262.1000 and it worked fine on both.
This did not help me. Shift+f10 did not work. Is there anything else I could try
