Did you type that command exactly as show 'OOBE\bypassnro' without spaces?
Set up Windows 11 without internet - oobe\bypassnro
Ok, now on Insider builds you can't get it past anymore by killing OOBE Connection Flow. This is just nonsense.
How are we supposed to set up PCs that don't have any Wi-Fi/Ethernet drivers in the first place?
When killing Connection Flow you just get this message:
Here is the solution:
Open cmd with Shift + F10 and type OOBE\BYPASSNRO.
Your computer will restart and now you will have the "I don't have Internet" option.
No need to thank me.

2023-01-31T01:26:27+00:00 It didn’t recognize the OOBE command. I was reinstalling Win 11 on a new build from a USB installer. I used whatever the latest build is in production as of Jan 29, 2023. I really just needed access to the internet to move forward, or install win 10 and then update to win 11.

If you don't even know what build you are trying to install, we cannot really help. 🤷♂️
Windows 11 Professional or Home edition?
How did you make the USB installer media?
Did you use the Media Creation Tool from the Microsoft site?
Where are you located?
Download Windows 11 (microsoft.com)

I just tried here with both Home and Professional edition, it worked fine without network connection.
You have to press Shift + F10 when it asks to login and then enter the command oobe\bypassnro
then next time it asks to login you have the option to click on the reply: "I don't have internet".
Then "Continue with limited setup".

Which Build were you trying to Install?
oobe\bypassnro
Worked fine for me also with latest Dev Build 25284. 😉🤷♂️
Shift + F10 gets to command prompt then type oobe\bypassnro and the system will reboot and let you install without network connection.

Yes, it does. I clean install every Dev build weekly offline. As previously mentioned, wi-fi drivers has nothing to do with this. That is the purpose of offline setups. I also clean installed Retail on a GigaByte Z590 offline.
