Ok, now on Insider builds you can't get it past anymore by killing OOBE Connection Flow. This is just nonsense.
How are we supposed to set up PCs that don't have any Wi-Fi/Ethernet drivers in the first place?
When killing Connection Flow you just get this message:
Here is the solution:
Open cmd with Shift + F10 and type OOBE\BYPASSNRO.
Your computer will restart and now you will have the "I don't have Internet" option.
No need to thank me.

2023-01-31T04:15:32+00:00 I have seen that. I did 3x clean install with local user of latest public 22H2 in end of Dec. to my Precision which has triple boot of RPC, Beta and Dev.
I don't know why Julien has a problem.
It works fine with 22621.525 which is still the one created by MCT.
Only one detail, after Shift + F10, I cannot type in the command prompt until I move the mouse on the cursor and click on it. 🤣 🤷♂️

The install screens now look slightly different from the ones showing back in May when this post was published.
But the procedure is still the same. 😉

Works fine if you follow the procedure correctly. 😎
You may need to put the cursor on the command prompt screen before you can type the command oobe\bypassnro. 🤣
