This command is no longer available and it would help future users to take the answers here with a grain of salt. What might've worked for you is not garanteed to work with others.

The command is still available on all builds AFAIK and 100% verified to work with build 25309.
Maybe your MCT is missing files or corrupted, run a system file check to make sure.

Result: it works just fine with MCT whatever build is on it.
