Of my receipts have begun being declined by Microsoft Bing. All my receipts are valid and in date (within 14 days of purchase) but Microsoft has declined all of them. What is going on?
A program that grants points for using Bing search, which users can redeem for gift cards, sweepstakes entries, or charitable donations.

Same thing is happening to me. This is just a bogus app and Microsoft should be ashamed of themselves.

Same issue here. Microsoft keeps changing things and not only making them worse but breaking things all together. I submitted a ticket but havent heard anything back and have ZERO faith that they will actually do anything other than say "yeah we messes up, get over it".
Well, here is my update from Microsoft. Since my first posting here, I have heard 3 times from someone named "Sanpi" at Microsoft and basically just takes my words and switches them around to confirm my frustration. Ask for the same screen shots that I've supplied before, and still nothing. Don't worry, Sanpi and Microsoft "take my issues seriously, BUT due to high volumes, may not be able to respond". Yeppers... They care. NOT!!!
Update: I put in the ticket, and included the photo of the receipts in question along with screen shots of the submission denial and the "possible reason" detail. I did get an unusually quick response; the CS restored 3 of the denied receipts. I messaged again asking what about the other 3, and then they also were restored. However, the opportunity to get a bonus for scanning 6 receipts is permanently lost, and MSFT CS offered no explanation for the issue.
