    Hello,

    Welcome to Microsoft Community.

On Surface Go 3, you should check  Surface Mobile Broadband, not the modem driver. Also check for devices with exclamation marks or question marks within the device manager, you can right click to uninstall them and then restart the Surface to see if it changes.
If you still can't find them, you can

    1.Manually install driver

Download Surface Go 3 Drivers and Firmware from Official Microsoft Download Center

2.Toggle LTE off and then on in UEFI

Shut down your Surface and wait about 10 seconds to ensure it's off.
Press and hold the Volume-Up button and - at the same time - press and release the Power button.
As the Microsoft or Surface logo appears on your screen, continue to hold the Volume-Up button until the UEFI screen appears.

    3.Reset Surface

4.If it still doesn't work, there may be a hardware failure.
