Hi,
I have a MS Surface Pro 9 and after waking up from sleep the screen is always sluggish (i.e. the mouse moves aren't fluid). However, as soon as I plug the power supply the lag goes away and is away even when I unplug it.
I've done a diagnostics but couldn't find anything.
Any ideas what could be the root of this problem? I don't have anything ressources intensive that is running.

Yea that’s what I read was to do that. Worked great all day today.
Done, and it really helped! I advice to Microsoft Co to make dynamic refresh rate as default setting for all Surface Products.
To be honest I was thinking about to return the device due to this issue, cause neither me nor in MS Support didn't know how to fix it.

Set your refresh rate to dynamic and it should solve the issue for now.
I am not sure what is the 'correct' fix, BUT I suspect you will have success as I have with the following:
Solution 1:
Settings > System > Display > Advanced Display > Choose a refresh rate > Dynamic (60 Hz or 120 Hz)
The emboldened section was previously "60 Hz" for me. This resolved the issue when running on battery.
Solution 2:
IF it does not resolve the issue, then another suggestion was "Windows+Ctrl+Shift+B" every time your computer awakes from sleep, which is quite tedious, but it is available.
Solution 3:
The third option, also not a viable option for me, is to keep it plugged into the power.
Hope this helps. #1 worked for me after #3 proved to be too tedious, so I know your frustration.
