Can't login to Microsoft Account/Reset Surface RT and can't sign in to Microsoft account/Can't connect to Microsoft Services

I have reset my Surface RT before. Being an IT professional, I have installed Windows 7/8/10 multiple times. Just reset my Surface RT to default settings. I am trying to set it up for my daughter. She has a hotmail account already (uses it on our other computers). When I try to sign her in when setting up Windows after the hard reset I get an error that it can't connect to Microsoft Services and i should check my network settings. I created a local account thinking it must be something during setup. I tried again via the Store app and I receive the same error. I have an internet connection so.... That's not the problem. It is clearly something on Microsoft's end. Creating a new account isn't an option as she is using her current account on our home PC and needs to utilize OneDrive. Is there an image that has Surface RT Update 3?

2017-12-21T08:48:18+00:00 Finally I got all updates installed. My method was not to install all the updates listed at a time. Otherwise some of them will be failed to be installed and the update will get stuck.
Now I have the last problem, I cannot install any language packages. After I tried to add a new language German in the language settings and clicked on Download and install language pack, nothing really happened. Windows update seems not to work again and searches endlessly.

I'm gonna do the same. Microsoft's lack of after care is shocking. A month ago I was paid for a commission and was looking forward to buying a Surface pro4 but I've decided against it. Not only has my RT stopped syncing with onedrive and music but my Lumia 950xl hardly has any apps that support it now. once MS have your money they stop giving a damn. I'm out of contract on that and have been waiting like a sap for the surface phone but I've decided to get a galaxy tab and a galaxy note. I much prefer the Lumina display and style than android but at least android works and I've heard that android has Lumia emulators.
Microsoft don't believe in their own products any more. they're finished.
