Can't login to Microsoft Account/Reset Surface RT and can't sign in to Microsoft account/Can't connect to Microsoft Services

I have reset my Surface RT before. Being an IT professional, I have installed Windows 7/8/10 multiple times. Just reset my Surface RT to default settings. I am trying to set it up for my daughter. She has a hotmail account already (uses it on our other computers). When I try to sign her in when setting up Windows after the hard reset I get an error that it can't connect to Microsoft Services and i should check my network settings. I created a local account thinking it must be something during setup. I tried again via the Store app and I receive the same error. I have an internet connection so.... That's not the problem. It is clearly something on Microsoft's end. Creating a new account isn't an option as she is using her current account on our home PC and needs to utilize OneDrive. Is there an image that has Surface RT Update 3?

    I am able to log into my MSA but it times out on downloading apps in the store.

    Yes I was able to log into my MSA, but I cannot get yesterdays Patch Tuesday update, nor can I download any apps from the store even though my download speed is 18MB. 

    I have just received a replacement Surface 2 (RT) from MS and can now log in using my MS credentials as well as access and download / install apps from the Store (fb installed just now) BUT it's still saying there are no available updates even though this device is out of the box, and just hangs with the MS message 'checking for updates' (left doing this overnight last night) if I manually check for updates:

    Hello, i have now managed to reset my surface and enter MS account details. Also i have been able to download from the App store 😊

    ThanQ for the fix. Able to long in. Since i had reset the surface to factory settings i lost the apps i purchased. How to retrieve then without paying again

    Will be appreciated.

    I was able to restart and login to my Microsoft Account and download apps from the store without problems yesterday. However, there are ALOT of apps that I cannot find that I use to have.

    Just tried to login to my MS account and it works with no changes, resets of my Surface 2 RT. Look like MS fixed some back end server.
