I have reset my Surface RT before. Being an IT professional, I have installed Windows 7/8/10 multiple times. Just reset my Surface RT to default settings. I am trying to set it up for my daughter. She has a hotmail account already (uses it on our other computers). When I try to sign her in when setting up Windows after the hard reset I get an error that it can't connect to Microsoft Services and i should check my network settings. I created a local account thinking it must be something during setup. I tried again via the Store app and I receive the same error. I have an internet connection so.... That's not the problem. It is clearly something on Microsoft's end. Creating a new account isn't an option as she is using her current account on our home PC and needs to utilize OneDrive. Is there an image that has Surface RT Update 3?

It seems to have worked. I went to the Microsoft Store and attempted to install "pepperplate" a free cooking app I had before. It took me to the page asking for the local password, and then actually made it to the page asking for the Microsoft account. That all worked, and in the end it actually installed the app.
I will say that just before that I tried to do connect the local account directly in the PC Settings / Accounts area. It failed like it always had.

Can't take screenshots on my Surface RT because the volume button is not working, and there is not another way of making a screenshot apart from the windows symbol and volume down button in RT . But I will try to explain exactly what happens: Once you press Install on the store for any given app, the install button is dimmed and some dots from left to right on the upper side of the screen. About 50 seconds later, a white band appears from side to side on the middle of the screen, saying with large letters: "Your purchase could not be completed" and then, in smaller text: "You can't buy this app because your internet connection is slow. Try again with another connection". And there's a button to close the message.

Couldn't you take a photo of the screen he's asking for from your smartphone?
The pics are below of the error message and my speed test ran on the Surface RT. I was finally able to connect a Microsoft account, but it still won't update or download anything from the store.
mine was fixed today don't know if anyone else has tried it yet but all is good
