It does appear this is a network issue. Tried downloading from the store by signing into each app individually. It says it could not be completed because my internet is too slow. This is not the case though.
I ran a speed test in the browser on the RT
device and it showed over 40Mbps. Since the original error does reference checking network problems, it seems it might be a problem with how the device is handling the connection. Even though in reality the speed is fine, the device is not recognizing it as
so. Perhaps Microsoft should focus on updates to the WiFi in the last build that might have created the bug.
I agree, I’ve had the same experience even though my Internet Speed tests show a download speed of 18.38MB (upload 6.73 MB)

I cannot switch from my local account to my Microsoft Account
- Windows RT will no longer update automatically or manually. I do not receive any error code #. The Update app seems to go into a perpetual loop.
- Windows Defender will no longer update automatically either. Sometimes a manual update works. Most of the time It goes into a loop as well.
- I can browse the internet and receive email but cannot access other Microsoft services such as OneDrive
- I have RESET my Surface RT Tablet twice with the same results as described above.
