Can't login to Microsoft Account/Reset Surface RT and can't sign in to Microsoft account/Can't connect to Microsoft Services

I have reset my Surface RT before. Being an IT professional, I have installed Windows 7/8/10 multiple times. Just reset my Surface RT to default settings. I am trying to set it up for my daughter. She has a hotmail account already (uses it on our other computers). When I try to sign her in when setting up Windows after the hard reset I get an error that it can't connect to Microsoft Services and i should check my network settings. I created a local account thinking it must be something during setup. I tried again via the Store app and I receive the same error. I have an internet connection so.... That's not the problem. It is clearly something on Microsoft's end. Creating a new account isn't an option as she is using her current account on our home PC and needs to utilize OneDrive. Is there an image that has Surface RT Update 3?

    Good morning,

    I just purchased a refurbished Microsoft surface RT. I’m trying to get it setup. It will not allow me to sign in with my current Microsoft account. It will only allow me to create a local account. Most of the functions that I tried to do require me to sign in and I get an error message saying it cannot connect to servers at this time. This is been going on for about five days. Please let me know if I’m doing something wrong. Any help you can give me would be appreciated.

    I have had this problem for almost a month and Microsoft is doing nothing to help the Surface RT users.  If you really want to solve this issue, install Windows 10. It is not a simple thing to do but it is relatively easy, I won't tell you how to do it but do a search for it.

    There is a way to install Windows 10 IOT.

    This is not supported by Microsoft for these RT devices.

    Installing this is also illegal, and if i'm right Microsoft brought out a patch so you can't install IOT.

    I talked to Microsoft Support about this issue. It is affecting devices running Windows 8.1/8.0 and RT, they are aware of it and are working to resolve it, they currently do not have a turn around time for this issue.
