Can't login to Microsoft Account/Reset Surface RT and can't sign in to Microsoft account/Can't connect to Microsoft Services

I have reset my Surface RT before. Being an IT professional, I have installed Windows 7/8/10 multiple times. Just reset my Surface RT to default settings. I am trying to set it up for my daughter. She has a hotmail account already (uses it on our other computers). When I try to sign her in when setting up Windows after the hard reset I get an error that it can't connect to Microsoft Services and i should check my network settings. I created a local account thinking it must be something during setup. I tried again via the Store app and I receive the same error. I have an internet connection so.... That's not the problem. It is clearly something on Microsoft's end. Creating a new account isn't an option as she is using her current account on our home PC and needs to utilize OneDrive. Is there an image that has Surface RT Update 3?

    So, see if you can use IE to launch the Store by doing a search for whatever you are trying to download and appending   site:apps.microsoft.com  to your search expression.  Presumably if you were downloading free apps you wouldn't have to do that much.

    Are we getting any solution soon?

    The Surface is practically USLESS without access to our accounts and the Windows store to get our apps back.

    THIS IS A SERIOUS ISSUE FOR THOSE OF US WHO RELY ON THE SURFACE FOR WORK / STUDY!

    This post is bogus. If Microsoft was not trying rid itself of Rt users, this would not still be going on. It was a bad idea to begin with, and support has historically been less than wonderful. I got tied in to MS products in the 80s with a 40meg hard drive. Subsequently owning 11 desktops as the software for my business was made for MS. Other than the first few computers, the trip has been a nightmare of poorly crafted, difficult to use operating systems. Every one requiring far too many calls to what MS laughingly calls support.    

    After upgrading to Win 10 and spending several days in contact with support, I pulled out the hard drive and bought a mac. I have not had to call for support, or do any repair of the mac. I turn it on, I turn it off. By the way, I run music recording programs that were always an issue on MS.

    I am retired and on a fixed income, however as soon as I can save up enough money, there will be an IPad to replace the junk from MS. TAKE A BITE OF THE APPLE.
