Can't login to Microsoft Account/Reset Surface RT and can't sign in to Microsoft account/Can't connect to Microsoft Services

I have reset my Surface RT before. Being an IT professional, I have installed Windows 7/8/10 multiple times. Just reset my Surface RT to default settings. I am trying to set it up for my daughter. She has a hotmail account already (uses it on our other computers). When I try to sign her in when setting up Windows after the hard reset I get an error that it can't connect to Microsoft Services and i should check my network settings. I created a local account thinking it must be something during setup. I tried again via the Store app and I receive the same error. I have an internet connection so.... That's not the problem. It is clearly something on Microsoft's end. Creating a new account isn't an option as she is using her current account on our home PC and needs to utilize OneDrive. Is there an image that has Surface RT Update 3?

Thank you! Hopefully they can figure this out as it clearly impacts more than just me.

    Hi Robert,

We want to know more about your concern. Please provide us the information below:

    1. When did you start experiencing the touch screen issue?
    2. Have you done any recent changes prior to this?
    3. Are you getting any error messages when you're signing in?

You might want to check the steps on this link under the article If password reset doesn't work.

    Regards.

no, but reimaging does not appear to help. I've emailed an internal contact

about this issue (for 4 days running) asking that Surface escalate to Windows.

And I just sent another email.

    gives me an error code

    Details may help.

FWIW in a related thread I provided a method of getting a list of most recent writes

    https://answers.microsoft.com/en-us/surface/forum/surfwinrt-surfupdate/app-store-no-longer-working-on-surface-2-rt/f64459de-0c1c-4eac-88bc-a730eb951ce0?page=2#LastReply

Assuming something is written to record the failure of opening the Store I would expect the relevant list to be quite small and hopefully illuminating.  Unfortunately most of it seems to go under the user's profile (so there may be PII concerns about sharing it except by general description).
