Can't login to Microsoft Account/Reset Surface RT and can't sign in to Microsoft account/Can't connect to Microsoft Services

I have reset my Surface RT before. Being an IT professional, I have installed Windows 7/8/10 multiple times. Just reset my Surface RT to default settings. I am trying to set it up for my daughter. She has a hotmail account already (uses it on our other computers). When I try to sign her in when setting up Windows after the hard reset I get an error that it can't connect to Microsoft Services and i should check my network settings. I created a local account thinking it must be something during setup. I tried again via the Store app and I receive the same error. I have an internet connection so.... That's not the problem. It is clearly something on Microsoft's end. Creating a new account isn't an option as she is using her current account on our home PC and needs to utilize OneDrive. Is there an image that has Surface RT Update 3?

    Barb, I really appreciate that you are investing time and effort to get this escalated. The issue is deeply frustrating as it has bricked a Surface RT that is being used by a young student. I had to reset it as it had other update issues and the moment I got the last update working seems to be the moment the MS-service logon mess started.

    It is quite frustrating and is putting off people getting Microsoft devices, as they (maybe correctly) think that after a couple of years MS will not be caring about the devices and just let them die.

    I know that modern computers are complex beasts and it can be difficult to make anything that hasn't got a side-effect somewhere with someone. But MS also has to understand how utterly dependent they have made us of their devices. Specially as this is a case where Hardware, Software and Services are all branded and sold under their name. A Microsoft Surface RT running Microsoft Windows with no access to a Microsoft Account is very close to the definition of "expensive paperweight". We do deserve better than a "sorry that this isnt working for number of you, we'll try to get it to work sometime".

    Thanks to all the volunteers out there who are investing time and effort to help the rest of us. It does indeed restore my faith in humanity.

    I am having the exact same issue as everyone else.  Today is October 2, 2017 and there is still no resolution.

    It was worth a shot, so I tried it.  I was able to log into the Microsoft Store in IE, however I then selected an app (a free cooking app my wife had installed previously called Pepperplate), and I ended up back at the same place.  When I clicked "Get the App" in the IE store it took me to the Surface App installer, that first asked for my local password, and then "Sorry, we couldn't...... ".

    So, still waiting on the "Fix" the Microsoft guy mentioned.   I am curious, are we talking: days, weeks, months, years? When its done????

    Someone else found the novel idea of launching the Store from the browser.

    Here's a search which could give results which could do that.

    In fact, it looks as if it might be useful for getting RT updates too.
