Can't login to Microsoft Account/Reset Surface RT and can't sign in to Microsoft account/Can't connect to Microsoft Services

I have reset my Surface RT before. Being an IT professional, I have installed Windows 7/8/10 multiple times. Just reset my Surface RT to default settings. I am trying to set it up for my daughter. She has a hotmail account already (uses it on our other computers). When I try to sign her in when setting up Windows after the hard reset I get an error that it can't connect to Microsoft Services and i should check my network settings. I created a local account thinking it must be something during setup. I tried again via the Store app and I receive the same error. I have an internet connection so.... That's not the problem. It is clearly something on Microsoft's end. Creating a new account isn't an option as she is using her current account on our home PC and needs to utilize OneDrive. Is there an image that has Surface RT Update 3?

    Yes, Ms account and outlook got connected, but something wrong with app store, I can login, I can navigate Apps, but I can not download anything, there is always an err code like 0x80004001. Pls fix it ASAP

    Finally could connect the Surface with my MS account. Still stuck on searching for updates (all night long).

    Also, I keep getting this awful slow connection message in the store, so no app can de downloaded and installed. Hope they fix it soon.

    Today I suddenly could log in and set up a MS-Account.

    I dont seem to have done anything special, the last updates were related to Office.  I did run the troubleshooter and restartet my system.

    I did notice that this time the error message didnt appear almost instantly but that it seemed to be actually checking stuff online before linking my account.

    I am very happy that the issue seems to have been resolved, it would be kind of nice if MS could maybe write a little explanation of what happened. But I am not counting on it.

    I was able to add a New account with my Hotmail Address today. But I still cannot log in with that account since my "PC is offline" and I should use my local password I "used last time" to log in. Anyway, that is a progress.

    It seems to me that Microsoft removed their server for windows RT for whatever reason and now is trying to recover it. How dumm can that be?
