Can't login to Microsoft Account/Reset Surface RT and can't sign in to Microsoft account/Can't connect to Microsoft Services

I have reset my Surface RT before. Being an IT professional, I have installed Windows 7/8/10 multiple times. Just reset my Surface RT to default settings. I am trying to set it up for my daughter. She has a hotmail account already (uses it on our other computers). When I try to sign her in when setting up Windows after the hard reset I get an error that it can't connect to Microsoft Services and i should check my network settings. I created a local account thinking it must be something during setup. I tried again via the Store app and I receive the same error. I have an internet connection so.... That's not the problem. It is clearly something on Microsoft's end. Creating a new account isn't an option as she is using her current account on our home PC and needs to utilize OneDrive. Is there an image that has Surface RT Update 3?

    I am now able to sign in with Microsoft Account, re-install apps from the Store, and get updates. Full functionality restored for my Surface 2.

    If you have found what caused the problem ( which you must know because a fix has been applied), you need to post the reason here, because a Microsoft rep said that would happen, and your faithful clients expect and deserve an answer.

    Today I suddenly could log in and set up a MS-Account.

    I dont seem to have done anything special, the last updates were related to Office.  I did run the troubleshooter and restartet my system.

    I did notice that this time the error message didnt appear almost instantly but that it seemed to be actually checking stuff online before linking my account.

    I am very happy that the issue seems to have been resolved, it would be kind of nice if MS could maybe write a little explanation of what happened. But I am not counting on it.

    I was able to add a New account with my Hotmail Address today. But I still cannot log in with that account since my "PC is offline" and I should use my local password I "used last time" to log in. Anyway, that is a progress.

    It seems to me that Microsoft removed their server for windows RT for whatever reason and now is trying to recover it. How dumm can that be?

    I was able to log on today. Hopefully that means they have fixed this issue, If you haven't already found that out on your own.

    So basically you are saying that until Microsoft fixes this issue on their end my Surface will not work like it always has, is that correct?
