Can't login to Microsoft Account/Reset Surface RT and can't sign in to Microsoft account/Can't connect to Microsoft Services

I have reset my Surface RT before. Being an IT professional, I have installed Windows 7/8/10 multiple times. Just reset my Surface RT to default settings. I am trying to set it up for my daughter. She has a hotmail account already (uses it on our other computers). When I try to sign her in when setting up Windows after the hard reset I get an error that it can't connect to Microsoft Services and i should check my network settings. I created a local account thinking it must be something during setup. I tried again via the Store app and I receive the same error. I have an internet connection so.... That's not the problem. It is clearly something on Microsoft's end. Creating a new account isn't an option as she is using her current account on our home PC and needs to utilize OneDrive. Is there an image that has Surface RT Update 3?

    It seems to have worked.  I went to the Microsoft Store and attempted to install "pepperplate" a free cooking app I had before.  It took me to the page asking for the local password, and then actually made it to the page asking for the Microsoft account.  That all worked, and in the end it actually installed the app. 

    I will say that just before that I tried to do connect the local account directly in the PC Settings / Accounts area.  It failed like it always had.

    I still am not able to login to my MS account, so usefullness of Surface RT is limited.

    Hi team,

    My Surface RT has allowed me to sign into my Microsoft Account today.  I suspect yours will too.  Give it a restart and try signing in through Settings - Accounts

    It doesn't seem to finish checking for Updates though.  And it hasn't installed any updates from yesterday when it would not log in, so as we all suspected, it must have been Microsoft screwing something up.  Now hopefully they'll get Updates working so I can get it back to max functionality like it was before I had to reset it ;)

    also for me now access to microsoft account is ok but still no possible to download app due to low internet performances (really not true). I hope this problem will be fixed. Tks to all
