Can't login to Microsoft Account/Reset Surface RT and can't sign in to Microsoft account/Can't connect to Microsoft Services

I have reset my Surface RT before. Being an IT professional, I have installed Windows 7/8/10 multiple times. Just reset my Surface RT to default settings. I am trying to set it up for my daughter. She has a hotmail account already (uses it on our other computers). When I try to sign her in when setting up Windows after the hard reset I get an error that it can't connect to Microsoft Services and i should check my network settings. I created a local account thinking it must be something during setup. I tried again via the Store app and I receive the same error. I have an internet connection so.... That's not the problem. It is clearly something on Microsoft's end. Creating a new account isn't an option as she is using her current account on our home PC and needs to utilize OneDrive. Is there an image that has Surface RT Update 3?

    Yes.  You are not alone.  Most users who see it have just done a factory restore and may not have been able to get their machine completely up-to-date.  Your description is clearer than most though.  For example, I don't remember seeing anyone mention  0x800C0002  as part of the symptom and I also don't think it has been as clear that they were actually able to use the Store app.

    It might be interesting to find out "what" file is being "specified".  Unfortunately in RT we don't have useful tools like ProcMon to help ease a diagnosis for such a symptom but there might still be useful clues in some of the standard logs that could at least help you get a real filename associated with your error code.

    Coincidentally for a reply in a related thread I devised a way to list the most recent file writes which could assist with such a tack

    With the appropriate search options for Windows Explorer you might be able to get almost as good a list (but probably slower) from  DateModified:Today  and sorted by DateModified.

    I had some problem with the software in my Surface RT. So RESET to factory settings. Now I'm not able to log in my Microsoft account & retrieve back my apps that I paid & purchased.
