When I connect an external display while the Surface is already turned on, the external display is flickering. When I restart the Surface with the external monitor already attached everything works fine. Disconnecting the Surface then and reconnecting

Well...no cigar for me unfortunately. However I did notice that the flickering commenced when my monitor (I presume) popped up a message to tell be to adjust the resolution. I wasn't quick enough to follow though the options before I lost visibility so unplugged the docketing station re replugged.
I will continue to experiment :)
I also have the same issue
Mine is not an external monitor. It is the actual Surface Pro 7 screen.
I think there is an issue with the hardware in this one.
I am setting up a new surface pro 7 and it will just intermittently connect to any second display and flickers when it does manage to connect for a few seconds.
The older surface 1 and surface 3 pcs have no problem. I am using an ms brand USB C to HDMI adapter.
This is not good.
Sounds like it. I have not had any issue with the surface if disconnected from an external source.
