I'm sorry to hear about your experience connecting an external drive to your Surface Pro 3. I understand that you have purchased a Surface Pro 3 as a replacement for your laptop with the intention to download your math software from your external drive.
But, you are disappointed to see that after setting up your Surface, and connecting the external drive, the drive loads then disappears. It reappears, then disappears again. The drive works fine on a different machine. I can only imagine the frustration

Before we go further, please take few minutes to answers these questions:
- What is the make/model of the drive?
- Is it self powered or it takes power from the Surface?
- Are you connecting the device before or after booting Surface?
- Have you installed all Windows updates after setting your Surface?
- Have you tried connecting any other external storage?
- Have you tried changes USB cables?
In the meantime, consult the Windows Compatibility Center to see if that drive is compatible with Windows 8.1.
Try to run the Hardware and Devices troubleshooter.
Go to Control Panel > Troubleshooting > View all > Hardware and Devices .
