i have recently bought a brand new western digital my passport 1tb and it has been working with no issues. i tried the cord that i got with it on my seagate hd and that worked too. i feel the issue is in the cord. i am currently using a short and
thin usb cord that was shipped with my western digital drive and i am not having issues anymore

I think it is coincidental that yr issue is fixed with cord change. more likely it is something to do with the firmware updates MS has been downloading recently. Or just unplugging the cord and re-plugging which is what seems to make the SP3 re-recognise
the external drive. The reason I say this is because many people on other forums are having docking issues, and not just with external drives but other devices as well. Altho, I will say some people are having more success with "active"/"intelligent" cables,
and that might yr case.
I have downloaded the updates DerHarry mentioned above and when I have time I will test out various scenarios of (un)docking.
MS need to resolve this if they want to continue to proclaim SP3 is a desktop replacement.
A Q for Zubby or Pluga if you are here? The 400 value in the regedit patch, did you enter hex or decimal? (I tried both)
