This is an issue that I have had with my Surface 4 Pro since I purchased it in June. It's not something that prevents me from getting my work done, but it has been incredibly annoying to deal with. The problem with my Surface 4 Pro is that the ability to scroll with two fingers on my touchpad, as well as the ability to use the touchscreen to scroll, frequently stops working. This has been something that I've more or less gotten used to, because scrolling can still be done with the arrow keys or by using the cursor to grab the scroll bar on the side of the window. However, I'd much prefer it if I were able to scroll with ease, like the two finger/touchscreen scrolling permits.
I'm submitting this post because I've figured out how to reproduce the problem, and wanted to see if this was a known bug/issue. Whenever a new page/tab is being opened up, if I try to start scrolling via the touchscreen or the touchpad before the page is fully loaded, the ability to scroll with these methods will not work. Most of the time, if I switch off of the page and immediately go right back, it will work again as it should. This method to reset the scrolling will typically work if it is done right after being rendered ineffective. If I wait more than a minute or two to try to fix the scrolling issue, or if the problem keeps arising (every subsequent time I try to scroll before the page is loaded), it is impossible to get it to work again without requiring a full restart. This can obviously be quite irritating when I'm in the middle of working on something.
I've always kept my Surface 4 Pro updated, and yet have always had this problem. I've tried reinstalling relevant drivers on my computer, but to no avail. This problem has always been there, and I can continue to reproduce it any time I want. This is one of the most annoying things to have to deal with after shelling out a bunch of money for a top-of-the-line laptop/tablet hybrid, and I would love to get this permanently fixed on my device! I've done a little bit of research and asking around, but nobody seems to be experiencing the same malfunctions that I have. I was wondering if this could be a hardware issue, or if anyone else has seen a similar problem. Any help would be greatly appreciated!

To help you address the issues with the two-finger scroll, try to disable the two-finger pinch to zoom. You can follow these steps:
Just a reminder, if you want to pinch to zoom you will need to use the touchscreen.

Thank you for your response. I tried this once before, and I also tried again, but this doesn't fix my problem. Is this a known issue with Surface 4 Pro devices? I've talked to other owners and they have said they will occasionally have the same problem arise, but they're able to fix it with restarting, and it doesn't come back as quickly. Nobody has ever mentioned experiencing the loss of the ability to scroll as much as me. Very rarely am I ever able to use my laptop to search the internet for more than an hour without losing the ability to scroll via two fingers on the touchpad/by the touchscreen. Are there any other suggestions you have that might help me out?
