Surface pro 3 Brightness control missing

Check the solution I wrote the 12th of August: reset through the recovery section, choosing to keep personal files, without creating any usb recovery key.

It worked for me. Didn't have the problem anymore.

I have exactly the same problem. A surface 3 pro that has just had a Windows 1909 update. Exactly the same symptoms as the post with screenshots above.

ie - no brightness adjustment on Settings page, no option to choose adaptive brightness, brightness slider on Action bar is disabled, power options are all blank (so can't choose anything eg time to turn screen off on battery etc).

I tried restoring Windows but it just thought for about half an hour then said there was an error and it couldn't restore Windows.

I did provide Feedback on the Settings page with screenshots similar to the above, but I have no idea if it gets looked at or will end up at the right place.

I have found a solution for this now, though I don't know yet how permanent it will be. Anyway, this is what I did:

I firstly tried a Settings ... Recovery ... Reset this PC, keeping personal files. This failed after about 20 minutes with a rather unhelpful 'there is a problem'.

I then downloaded and ran the Surface Diagnostic Toolkit (SurfaceDiagnosticToolkit_SA.exe), available from the MS Surface support site. I allowed this to run, it takes about 15 minutes or so, but doesn't appear to do any good in itself, but it does reload the Surface Apps (perhaps one of these fixes the issue). In one of the last tests it sets the brightness to 0% then slowly increases it to 100%. In my case the brightness reduces to 0% OK but it doesn't increase after that. It then asks if I saw this brightness increase to which I reply No. The tool then exits.

I then ran the Settings ... Recovery ... Reset this PC again, choosing to keep my files again. This time it takes about 30 minutes but does go to completion.

When it finishes, the brightness and power settings work again as expected, and the update level is still at the latest (1909 as of Dec 19th 2019) version. I've run Update again to see if the fix is over-ridden, but it seems to be permanent, for the moment.

I've done this procedure on two Surface 3 Pros I have, with the identical problem, and the same procedure worked for both of them.

I tried all of the solutions (about 6) and eventually created a USB Image and reset my Microsoft Surface Pro 3 completely.  The issues were corrected upon re-imaging, but "Windows Update" pushes caused all of the problems to return within 3 days.  

I was taking a trip overseas, and needed to reduce the brightness to preserve battery.  

The USB Re-imaging solution worked for 3 days, and allowed the slider in the right panel to function.   It also allowed the FN-DEL  / FN-Backspace to work temporarily.  

My 4 hours of work to reset my PC was completely undone when windows updated automatically.   The day before my trip, the ability to change the brightness was disabled again.   The problem also affects the "Power and Sleep" settings as well as the allowing the power button to put the device to sleep.  

This is a shame because all of the "Power and sleep" settings are now broken for the device.   There is no ability to preserve battery by adjusting the screen or other functions.   And, even when you get to critical levels, the device continues to burn through the battery like a flamethrower.  

I guess my device is "Plug-in" only until they correct the issue.   I can't even upgrade because the same problem seems to affect Surface Pro 4, 5, etc.
