The latest Windows 10 built, Windows 10 Pro Version 1903, solved all of my problems. Wifi is working better as well and I no longer have mouse, keyboard or touchscreen freezing issues.
Mouse freeze on surface book 2 after the most recent firmware UEFI version 389.2268.769.0 update!!! especially when power adapter plugged in
There is a big issue in the recent firmware/driver update pushed to the surface book 2. The usb mouse became not really usable. There is a frequent lag/freeze happened to the mouse. Such issue was not there before the firmware update.
The mouse I tried including Logitech G703, G402, microsoft wireless mouse, etc.
Many people have discussed this now but not solution is provided and the problem cannot be solved now:

A further test can now confirm that the issue is either in the UEFI version 389.2268.769.0 or the system aggregator version 728.128.137.0.
After updated these two modules to those versions, the issue start to appear. This has been confirmed on more than one surface book 2 devices.
The previous version of the UEFI starting from 388 and aggregator version 728.77.137.0 do not have such issue. I can see at the moment, the 389 version of UEFI is not pushed anymore and the firmware/driver pack downloaded from Microsoft has the 388 version now.
But for those surface book 2 which has already got the 389 version pushed cannot revert back to the 388 version. Please fix this asap.

How did you go back to factory? I thought the big issue here was that the problem is the latest UEFI (firmware) update introduced all these issues and Microsoft does not have a mechanism for downgrading the firmware.
Also, what is all this talk of USB devices? I thought the issue was all Bluetooth related.
That's what happens to me. I have a Surface Ergonomic bluetooth keyboard, Surface bluetooth mouse and as soon as I connect a pair of bluetooth headphones, all hell breaks loose.
Keyboard gets stuck and types the same character 100 times, or freezes and only types in spurts, or the mouse is jerky or stops working completely.
Disconnect the bluetooth headphones and everything is fine.
I am stunned that Microsoft has not weighed in.

The problem that this particular thread was originally about was USB devices freezing, especially mice as they are always polling.
I have additionally tested the mouse after the latest update and the problem persisted. HOWEVER, plugged into the Surface Dock, I have not encountered this issue yet. I purposely tried to load the PC with Tasks for it to trigger the Power Distribution issue, but this really seems to be exclusive to the Keyboard Base, as when power comes directly from the outlet (into the Dock), the problem is nowehere to be found.
Additionally, may I refer to this reddit thread (I think it had been mentioned before, but I'm pretty sure the fix is still just as valid)

Thanks for mentioning my reddit post ;) the fix still works, but i know that theres still something wrong with the hardware and firmware. And unfortunately, on my Surface Dock the problem still exists... sad
