Mouse freeze on surface book 2 after the most recent firmware UEFI version 389.2268.769.0 update!!! especially when power adapter plugged in

There is a big issue in the recent firmware/driver update pushed to the surface book 2. The usb mouse became not really usable. There is a frequent lag/freeze happened to the mouse. Such issue was not there before the firmware update. 

The mouse I tried including Logitech G703, G402, microsoft wireless mouse, etc.

Many people have discussed this now but not solution is provided and the problem cannot be solved now:

A further test can now confirm that the issue is either in the UEFI version 389.2268.769.0 or the system aggregator version 728.128.137.0.

After updated these two modules to those versions, the issue start to appear. This has been confirmed on more than one surface book 2 devices.

The previous version of the UEFI starting from 388 and aggregator version 728.77.137.0 do not have such issue. I can see at the moment, the 389 version of UEFI is not pushed anymore and the firmware/driver pack downloaded from Microsoft has the 388 version now.

But for those surface book 2 which has already got the 389 version pushed cannot revert back to the 388 version. Please fix this asap.

    I actually already have an MX Master that I use without problem, so I can definitely relate and confirm that this is only with Mice that have a connection via USB that are failing. It's a bummer because I normally game with a Steelseries Sensei.

    I am having the same issue as well, ever since I updated Windows a few days ago my G402 Logitech mouse starts to lag. The device I'm currently using is Surfacebook 2, 15 inch Model 1793.

    I have tried to use G402 on other laptops and it appears to have no lagging issue. 

    I have had enough issues with Surfacebook 2. The first one I bought from the US had a memory problem, so I filed a claim for repair, and after 90 days Microsoft sent me a refurbished one but still has a stuck keyboard issue. Now with this software glitch I am really disappointed by Microsoft's after service and it's product quality.

    My touchpad on my SB2 is still freezing up, especially when two finger scrolling. Its been like this for four months now since one of the updates which fixed my power button issue but introduced this lovely issue.

    An interesting observation is since this issue surfaced (no pun intended), I have noticed my top-of-the-line SB2 struggle to do basic tasks and slows down to a crawl. Checking Task Manager and the Performance tab, I see plenty of available CPU, Memory, etc, yet the machine struggles. I am talking basic things like surfing the internet in Chrome or writing emails in Outlook. I have a feeling there is some memory or power management issue at play. I can't be certain whether the update applied to 1709 caused or my updating to 1803 is when it started. Perhaps its related to the Meltdown/Spectre patches? Closing everything down and rebooting regularly seems to fix it for a few days. You know how often I rebooted my Windows 7 machine, practically NEVER. Even my SB2 on 1709 with the power button issue, I never was forced to reboot. Microsoft introduced a bug and has yet to fix it months later, ugh.

    How is it possible that Microsoft haven't looked into this and fixed it? My external mouse used to work fine but no longer does so on the desktop. However during full screen games it seems to work fine. I too have tried disabling selective power on USB ports both at driver level and via power options. This is unacceptable. Please fix this clearly universal issue with SB2. I'm on SB2 13 with the GTX1050 and the system is fully updated.
